After the end of the WWII, Japan became one of the major recipients of the foreign aid, especially from the United States. In the 1960s, when Japan experience economic boom, it starts to play significant role in the world politics by extending its commitment to other countries through Overseas Development Assistant (ODA). This commitment continues in the 1990s when Japan who was one of the leading proponents of the concept of Human Security started to provide humanitarian assistance to many countries across the world, especially in the Southeast Asia, not exception Malaysia. Sabah in this case is one of the major recipients of the Japan assistance. However, no study has been devoted to look at the issue. Therefore, this seminar aims to discuss the Human Security in Japan Foreign Policy particularly through Grant Assistance for Grass-Roots Human Security Projects (GGP) in Sabah. The discussion will cover several aspects such as Japan Foreign Policy and Human Security concepts, key features of the GGP by MOFA and finally focusing on the Japan assistance through GGP in Sabah between 2000 to 2015.

BIOGRAPHY
Dr. Ramli Dollah, Senior Lecturer, International Relations Programme. Received Bachelor and Master Degree from University of Malaya and PHD from University Utara Malaysia. His expertise is Security Studies, Border Issues and East Asia International Politics.
