In the 1960s\, when Japan experience economic boom\, it starts to play significant role in the world politics by extending its commitment to other countries through Overseas Development Assistant (ODA). This commitment continues in the 1990s when Japan who was one of the leading proponents of the concept of Human Security started to provide humanitarian assistance to many countries across the world\, especially in the Southeast Asia\, not exception Malaysia. Sabah in this case is one of the major recipients of the Japan assistance. However\, no study has been devoted to look at the issue. Therefore\, this seminar aims to discuss the Human Security in Japan Foreign Policy particularly through Grant Assistance for Grass-Roots Human Security Projects (GGP) in Sabah.
